Example

When the apartment is valued at €425,000, the mortgage generally cannot simply cover the full €440,000 purchase price. You may need to contribute the €15,000 difference yourself, in addition to the other buying costs.

Foundation Risks and the Rotterdam Funderingscheck

Foundation condition can be an important issue when purchasing an older Rotterdam property.

The Municipality of Rotterdam provides a foundation map and specialist information through its Funderingsloket. Since 1 April 2026, an appraiser also assesses the foundation when valuing a Rotterdam property under the municipality’s funderingscheck process.

Possible warning signs include:

  • Previous foundation investigations;
  • Subsidence or settlement;

Some Rotterdam properties stand on municipal leasehold land rather than privately owned land.

With leasehold, or erfpacht, you own the home but not necessarily the underlying land. A periodic ground rent may be payable, or the ground rent may have been bought off for a particular period.

The Municipality of Rotterdam confirms that some homes stand on municipal land and introduced updated leasehold policy from 1 January 2026. Depending on the contract, owners may have options concerning the ground rent or purchasing the land.

Are you considering living in the property temporarily and renting it out later?

Discuss this before choosing the property or mortgage.

A standard owner-occupied mortgage usually assumes that you will live in the property yourself. In addition, Rotterdam applies opkoopbescherming in 16 neighbourhoods. For qualifying homes purchased after 1 January 2022, rental may be prohibited without permission or a permit.

The current Rotterdam rules apply to certain properties with a WOZ value up to €470,000.
